Coconut Palm Sanctuary Proposal – Kailua, Oahu
This project responds to the widespread threat posed by the Coconut Rhinoceros Beetle (CRB), which has significantly impacted Hawaiʻi’s palm, banana, taro, papaya, hala, and other tree species populations. By establishing a protected coconut sanctuary within the existing Outdoor Circle educational and vocational program at the Women’s Community Correctional Center in Kailua on Oahu, different genetic material for various varieties and cultivars of coconut trees will be preserved for future outplanting once CRB is better managed. The sanctuary is designed to protect these coconut varieties through non-chemical methods, specifically tree netting. This approach reflects a strategic emphasis on long-term restoration rather than short-term mitigation. The integration with the existing Outdoor Circle “Learning to Grow” program provides participants with valuable skills that they can use once released, while also contributing to the project’s maintenance and success.
From a strategic perspective, the initiative functions as a targeted preservation effort with broader implications for statewide recovery that also incorporates conservation aspects, workforce development, STEM curricula, and social rehabilitation. This multi-layered approach enhances both ecological and social impact. While limited in scale, it addresses a critical gap by safeguarding coconut genetic resources that will be essential for future replanting efforts. Its success depends on broader pest management efforts, but it represents a proactive step toward long-term resilience.
