How to Testify

In order to protect the beauty of Hawai‘i it is often necessary for The Outdoor Circle and its members to testify before governmental bodies such as the State Legislature and the City/County Councils throughout the islands. We have found that by making our voice heard, we can have a substantial impact on issues affecting Hawaii’s scenic beauty.

When testifying before a public body, or when writing letters to decision makers, there are a few things to keep in mind that will make your comments more effective:

  • Start by stating your position upfront. Let the listeners know if you are testifying for or against the issue being heard.
  • Be brief and to the point. Testimony should not be longer than one minute in length and letters should be limited to one page.
  • Be conversational. Just because you’re communicating with an “official” body, doesn’t mean your message should contain words and language that you don’t use in daily conversation.
  • Speak and/or write from your heart and you’ll be more persuasive.
  • Explain the reasons for your position.
  • Be honest and be prepared to defend your statements.
  • Always identify yourself. State if you are representing yourself or if you are representing an organization. Remember, you can only represent The Outdoor Circle if you have the organization’s approval.
  • Be courteous and respectful.
  • Be aware of deadlines for sending letters or providing notice that you intend to testify.
